DescriptionThe Human Rights and Governance Grants Program seeks proposals from national and international organizations to advance government accountability in Central and Eastern Europe, the former Soviet Union, and Mongolia. The program will support efforts to promote public participation in and oversight of governmental activity at both the national and local levels. Funding will be provided in three areas to monitor public administration and curb corrupt behavior by state authorities: access to information, fiscal transparency and abuse of state resources, and transparency in governmental decision-making. The program also will support efforts to eliminate criminal defamation and libel laws and limit the use of civil libel suits as a means of preventing meaningful public scrutiny.
