State Equality Fund

Description

The Fund is a partnership between the Gill Foundation, the Evelyn and Walter Haas Jr. Foundation, the Arcus Foundation, the Open Society Institute, and an anonymous donor, in conjunction with the Tides Foundation. Now on its fourth year, the Fund seeks to further equal opportunity for people at state and local levels regardless of sexual orientation or gender identity and expression. The Fund aims to achieve elements of equality in the form of policy change and will support two initiatives: Statewide Outcomes and Incremental/Local Outcomes. Statewide Outcomes funding will support achievement of the following statewide policy changes within one to five years: 1) statewide nondiscrimination statutes for all lesbian, gay, bisexual, transgender (LGBT) citizens applicable to employment and accommodations; 2) statewide parenting rights for LGBT parents; 3) statewide safe schools’ policies for LGBT and LGBT-perceived students; and 4) statewide broad relationship recognition for LGBT couples, also known as domestic partnerships and civil unions. Incremental and Local Outcomes grants support the achievement of the following within one to three years as incremental steps toward later, broader statewide gains. The Fund will support 1) nondiscrimination protections for nothing less than all state LGBT citizens, including local ordinances, executive orders, and private employer policies; 2) district-level safe schools policies for LGBT and LGBT-perceived students; and 3) incremental statewide relationship recognition rights for LGBT couples, such as hospital visitation and state employee domestic partner benefits. The Fund is administering two grant cycles in 2011. Full proposals to the Fund are accepted by invitation only, but invitations are extended based on an open Letter of Inquiry process.
