JOB DESCRIPTION

ESSENTIAL JOB FUNCTIONS:

Administers Helping Hand Home for Children according to policies and procedures adopted by the Board of Directors and in accordance with the laws and rules of appropriate regulatory agencies. Operates in compliance with regulations and requirements of the Internal Revenue Code 501(c) (3) for non-profit, tax-exempt organizations.

Ensures quality care and support for the children and families served by the Home.

Works with the Board in strategic and long-range planning and implementation, program policy formulation; analyzes outcomes and reports in annual evaluation with the President of the Board of Directors.

Works with the Finance Director, Finance Committee, and Board to develop the budget: provides information regarding fiscal needs and expenditures of the Home and monitors the annual budget; follows financial policies and procedures outlined by the Board.

Recruits, interviews, hires, supervises, and evaluates staff to ensure successful operation of the Home.

Conducts staff meetings and ensures staff are well-trained, supported, engaged and committed to the mission and expectations of HHH.

Ensures personnel policies and records are maintained in accordance with State and Federal laws.

Maintains and builds strong relationships with key community partners and supporters.

Works with the HHH Board and Development Director in the development of funding sources and leads public relations, outreach, promotion and fundraising on behalf of the Home. Participates in fundraising events.

Establishes and maintains strategic relationships with policymakers, lobbyists, key constituents, and other child welfare advocates. Networks in the community and State for child welfare issues; represents the Home in the community.

Monitors legislative policy, Texas Department of Family and Protective Services contract requirements, and related advocacy communications.

Supports the organization’s maintenance of relationships and good standing with the Texas Health and Human Services Commission, Department of Family and Protective Services, and other key state agencies.

Advocates for children’s services at the public policy level; maintains active membership in organizations related to the Helping Hand Home’s mission.

Attends meetings and submits reports monthly to the Board of Directors and other committees.

REQUIRED QUALIFICATIONS:

Must have a degree (master’s preferred) in one or more of the following fields: business, human resources, public administration, social work, or related field; will need state licensing or be eligible for licensing by the Department of Family and Protective Services as a child-care administrator; minimum ten years of experience and experience managing a budget of approximately ten million dollars. A full background check, employment and personal references will be required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Advanced managerial and personnel management skills to effectively manage a residential treatment facility, child placement agency, and school in partnership with the University of Texas-University Charter School.

Ability to communicate effectively and professionally with internal and external contacts, including speaking before groups.

This position is the executive shepherding this 130 year old organization into the next chapter. This leader will represent the legacy of HHH while ensuring a thriving future for the organization and the children and families it serves.
